for BM3 no need wait for the rest of the mods.
as far as i know, the update not so frequent la. and may not be applicable. there are 2 stages for BM3, stage 1 for most and if you have downpipe, then stage 2. is basically install and forget. google for it. there's a lot of literature on BM3.
depending on your driving style and whether you are mostly highway crusing or city start stop traffic, but i do think 7.6km/l is kind of on the high side.
i think is about as cheap as you can go. unless you are a DIY person, advice is to let the workshop do for you. i got mine done at Bavworks and William is someone you can trust.
