Advice needed: M bumper fitting issue

Through a modification garage, I recently purchased an OEM M front bumper for my 520D F10. Then the garage installed it for me. When they tried to install the M bumper, the bumper wouldn't fit. There's a bar (reinforcement bar?)that's located behind the old bumper (I attach some pictures), that's in the way. So they removed the bar. Afterwards, the M bumper could fit. I have a few questions:
1.Anyone had this issue?
2.Is it possible to keep the bar in its place (with the M bumper installed)?
3.What's the purpose of the bar? Is it for safety reasons? Is it not-a-good-idea to drive without the bar?

Doesn't look like a structural member of the chassis. My guess is the bar is used for attaching the standard bumper. So should be okay to remove. But the instructions manual that come with the M bumper should mention this. Perhaps you could get a copy of instructions manual from the workshop to confirm.
