restrict car ownership to citizens only

why not restrict car ownership to citizens only, like landed property ?
foreigners can take bus,mrt and taxi.

Great idea.. I will vote for you if you run for the next election!! Should be all foreigners . Any foreigners who wants to buy a car will need to pay 300k COE for any car , van etc.. Plus car will not be able to loan 100percent . Only 20percent. Scrap their car when 5 years and All cars OMV 10k.

I like hitmee's e idea of those who has served NS gets free COE... a dream I wish it materialise.

Maybe COE is not free and everyone can own a car but COE comes in tiers regardless of CAT, like maybe:

1) Any citizens who serves NS - pay 25% of COE price.
2) Any citizens who are exempted from NS - to prevent keng kings who get exempted, they pay 100% of COE price.
3) New citizens who did not serve NS - 200% of COE price.
4) PR who did not serve NS - 250% of COE price.
5) Expats - 300% of COE price.

COE price will still be bidded as per current system.

It's good idea. But how to prevent abuse? E.g NSmen bid for COE then expats buy car from them?

If NSMen bid for COE, he has upto #-months to get a car (like current rule). If he sells car and an expat buy from him, expat will have to pay LTA/Gov 300% of what COE amount (at time of sale)

Just simple math since Expat has to pay 300%, upon buying over the car (or even COE), expat pays LTA/Gov e.g. [3 x (25%*+75%*)] - whatever amount e COE has depreciated at time of purchase.

*Since we know 25% is equal to how much of prevailing COE of time of winning bid, it will be reflected on COE.
