Those r communication antenna for receiving HF, VHF and UHF frequencies which r commonly seen in Military and Law Enforcement vehicles.
Do take note: Special head units used for tapping into these frequencies does not require such long antenna, its just for 'listening in'.

That is a Civilian Car that has the appearance of a Police car.
The car contains NVG, Laser Jammer, Radar Detector, Military Thermal Night Vision, police scanner, police siren, etc.
Drove across America in 31 hours 4 minutes at illegal speeds with a navigator and a friend who flew an aircraft above him providing live intel on police pursuits against him.
