Cecilia Sue takes stand in trial of former CNB chief
Cecilia Sue takes stand in trial of former CNB chief
SINGAPORE: Cecilia Sue Siew Nang was called to the stand on Wednesday in the continuing trial of former Central Narcotics Bureau (CNB) chief Ng Boon Gay.
The 36-year-old testified as a prosecution witness on the second day of the trial, giving graphic details of their meetings.
Forty-six-year-old Ng is accused of obtaining oral sex from Ms Sue on four occasions, and in return, furthered the business interests of the two firms she had worked for - Hitachi Data Systems and Oracle Singapore Corporation.
Ms Sue was a strategic sales director at Hitachi from April 2010 to November last year.
And in late November 2011, she joined Oracle as a senior sales manager.
Ms Sue turned up unexpectedly in court at about 11.30am on Wednesday, when Mr Leslie Ong, the managing director of Oracle Corporation Singapore was on the stand.
Then at about 3.30pm, the prosecution introduced Ms Sue as its second witness.
The move was met with immediate objection by the defence.
Senior Counsel Tan Chee Meng said the prosecution could have informed them of the move but Deputy Chief Prosecutor of the Economic Crimes and Governance Division, Tan Ken Hwee, said Ms Sue was slated to take the stand in the afternoon.
After a meeting in chambers, Ms Sue testified.
She told the court she first met Ng at a pub in Tanjong Pagar and that Ng knew of the IT deals she handled.
While she appeared fine giving these information, her voice started to crack when DCP Tan asked her about Ng.
The court heard that Ng forced Ms Sue's head onto his crotch on four occasions in 2011.
The incidents took place at carparks at Beaufort Hotel, Mount Faber, Hort Park and the Singapore General Hospital.
Ms Sue, dressed in a white shirt with black blazer and skirt, said she would struggle to move away from Ng's groin and would tell him off.
She said Ng promised not to repeat his actions.
This prompted the prosecution to ask why she continued to meet Ng after the first incident.
Ms Sue said she's only a "normal sales representative" and did not want to offend Ng or sour relations with the Bureau.
She repeatedly said Ng was "well-connected".
During the two hours on the stand, Ms Sue never once made eye-contact with Ng as she deliberately positioned herself to only face the judge.
But she broke down a couple of times when it came to giving graphic details of her meetings with Ng.
Ms Sue will take the stand again on Thursday.
In the morning hearing, Oracle's managing director Mr Ong told the court that Ms Sue was in charge of servicing the CNB account.
Under defence counsel Tan's cross-examination, the court heard that the company had no plans to engage CNB during their planning review process in December 2011
Mr Ong said for FY2012 to FY2014, forecasts from the planning review showed that there was no business contemplated with CNB for that period.
During the cross-examination, Mr Ong said Ms Sue was aware that in terms of potential business with CNB, there was nothing in the pipeline in the next three years.
Mr Ong also told the court that in mapping out and ranking the top officials of the agencies under the Home Affairs Ministry, Ms Sue was just following protocol and nothing was unusual.
Defence counsel Tan also touched on the compliance of the code of ethics at Oracle.
To that, Mr Ong said there are strict policies against corrupt practices and that all employees are expected to complete a course on ethics online.
