No la, the last time they install whole bodykit for me was less than $200.
(I presume $200 is the whole front bumper and not just the foglight.)

Use your GPS to find them, they are near Bishan/Thomson Road. You can take SLE => CTE, and exit at Ang Mo Kio Ave 1:
