Singapore's 77,000 civil servants will get a year-end Annual Variable Component (AVC) of 0.7 month.

Lower-wage officers will get an AVC of at least S$1,000, signalling the government's continued commitment to help low-wage workers.

The Public Service Division in the Prime Minister's Office announced the bonus in a statement on Thursday.

The statement said the bonus amount was decided against the backdrop of a "more subdued global economic outlook".

It said: "Singapore's economic growth is expected to remain subdued for the rest of 2012, with the economy expected to grow by around 1.5%.

"The electronics manufacturing cluster would continue to be weighed down by tepid external demand. On the other hand, expansion in the construction sector could provide modest growth support to the overall economy.

"In addition, growth may be slightly lower than forecast if the weakness in the externally-oriented sectors persists into the final quarter of 2012."

The year-end AVC payment was decided in consultation with the unions.

Some 2,000 civil servants earning less than S$1,430 will benefit from the minimum AVC payment of S$1,000. For example, an officer drawing a monthly salary of S$1,200 will get a year-end AVC of S$1,000, instead of S$840 based on 0.7 month of his salary.

About 96% of these 2,000 civil servants are Division IV officers.

All civil servants will also get the Non-Pensionable Annual Allowance (NPAA) of one month, to be paid in December along with the AVC.

Last year, civil servants got a 0.75-month year-end AVC.

In a statement, the labour movement says it is happy that the government has supported its proposal to have a higher dollar quantum to help the low-wage workers.

The National Trades Union Congress (NTUC) says this is also in line with the National Wages Council's (NWC) recommendations for 2012/2013 to help low-wage workers with higher dollar quantum.

Re: Civil servants will get a year-end Annual Variable Component (AVC) of 0.7 month

Broadly, all CS will get one month of Non-Pensionable Annual Allowance (NPAA) + 0.7 month of AVC (or $1k min)... not including 13th month. So effectively they r getting 2.7 month before minusing out what they got in mid-year.

Please tell me I m wrong.

Part of it come from car import tax. Another part from Coe. Another part from erp. Another part from road tax. Last but not least, another part from fines collected from nabbing illegally modded exhaust!

Let's join civil service and take back some money of what we paid out front!

In all honesty, joke as we may, I reckon the majority of the hard working, albeit pen-pushing, brain-stem automatons, I mean, civil servants, deserve their bonuses.

They are also not immune to the rising inflation and crazy COE prices or ridiculously stratospheric HDB price tags. And they also have families & hungry mouths to feed.

Fair is fair.

Just my humble (rapidly depreciating) 2 cents' worth

Deserved they might be but for some LUI faced miner or minister, the 2 cents worth may be left with zero book value...

This is correct, and the earlier posts that suggested 2.7 months are wrong. The 0.7 months is on top of 13th month.

I'm a civil servant, so believe me, I know the difference. There's never been a time in my 15 years of service (as I can recall) that we got more than 2 months at the end of the year (including 13th month).

Okie dokie therefore total bonus for 2012 is 2 months (mid year bonus+0.7+13th).

On the issue of the 2nd para, for 2011 bonus, CS receive 2.25 months (include 13th) plus $250? Of course excluding e Apr performance bonus.

Cheers,

I guess what they meant was...
CS would be receiving a total of 2.7 of their pay on the month of December,

I guess total bonuses a typical CS would receive would be ....

PB = 1 month (or more, depending on their grade, but well, as horrible, minimum 1)
13th = 1 month

And then there was the mid year bonus depending on the gov, where they always say that economy not good, so give you only .3 of your pay (honestly, was there even a period where they say that economy was good and they gave you a solid 1month? hahaha)

and for now, .7

so that makes it 3 months of bonuses! (after they take away 20% of it for CPF .. )

So enjoy your bonuses!
