Sorry for asking this question but this is new to me....

If agent is giving 6 COE biddings and/or Open CAT if all failed.
During the 1st bidding it was unsuccessful. And they offer me an Open CAT COE ( lower value)
can I reject it and ask to wait for the next bidding result?
Or can they force me to accept it?
