I say Scolari. Ranieri wasn't given enough time to finish building his squad. Scolari inherited a squad that ran United pretty close last season, plus players of his own choosing - should not be in the position they're in now.

With hindsight, which would have worked out better for United:

Successfully signing Ronaldinho (leaving no funds to sign Rooney) or missing out on Ronaldinho but getting Rooney (which is the way it happened...)?
