never been to Guilin but to Hangzhou. Is definitely a place full of good scenery.
The chinese saying 上有天堂下有苏杭。Hangzhou is one of the places for scenery, attractions n legends. Most of attractions are near to XiHu(西湖). like 雷峰塔， 岳飞tombs, 济公temples, alot of famous gardens like 三潭映月, etcs. you can stroll along XiHu or paddle a sampan boat in the evening watching sunset, listening to local folks singing n enjoying their lives. If you r into photography is a best place to take beautiful scenery. But if i remember correctly there is no direct flight from spore.

Had been to both. If you prefer scenery, personally feel that Guilin is better.
For both location I go in F&E.
Not sure about group tour but should have a lot of compulsary shopping. Less time for actual slight seeing.
So far the best scenery I seen in China is Yunan Shangri-la. Just went there this June. Again it is F&E travel.
