First thing, buy used cars, there is no 100% way of ensuring mileage is correct and no tweaking has been done prior to you viewing the car.
Second thing, the purpose of indicating mileage on cars by manufacturers is to have a schedule for maintenance and also keep track of wear and tear parts.
Third thing, instead of emphasizing so much on mileage, send the used car to a BMW specialist, there are some site sponsors here, ask them to give a thorough check on the car for worn parts and estimated cost for repairs. From then on, based on the indicated mileage, you can monitor your oil changes and wear and tear items.
If the car has low mileage but previous owner never take care as compared to a high mileage but the previous owner took really good car of the car, I would go for the high mileage car.
