Is it BMW HQ in Germany? If so, the warranty conditions will specifically exclude Singapore with regards to the international warranty. Ferrari has done this- they have spelt out a small list of countries where the international warranty does not apply.

Eventhough I'm not bringing in PI cars into Singapore (yet) and this issue really doesn't affect me; I really hate to see consumers being bullied into paying exorbitant fees NOT authorised by the principals, but implemented quietly (and I may add- possibly illegally) by local agents.
I have been told by an insider in the official importer for one of the German marques in Malaysia that there is a secret "Asean pact" between the importers of Singapore, Malaysia & Thailand that they will only service officially cars officially imported into those countries. That's to say, for example, the Singapore agent will service an officially imported Malaysian registered car, but not a grey imported Malaysian registered car. In the western world, this is called forming a cartel and the perpetrators will face serious legal consequences. I believe similar laws exist in Singapore.
I, for one, will go to great extremes to challenge and cripple this system.
