Hmm.. someone told me the same thing too.. but when i bought a aunctioned vechicle, i also got juz a very simple cover note to do the transfer (cuz i intend to sell it away withitn weekds from the transfer),, but when i proceeded with the transfer, was told to get the insurance cert.. ended up i paid for the insurance b4 the transfer..
