It depends on how or what is being 'smoked'. I don't see how TP should penalize anyone so long as both hands are firmly on the steering wheel while the 'smoking' activity is underway. Of course, this does not apply if the driver's hand wanders away from the steering wheel to press down the head. I never say passenger's.

I sometimes drive with my left hand on my gear stick. How's that different from holding a ciggy?

I suppose PML cars from 2007 onwards comes standard without cig lighter unless smoker's package is specified
