1) Used imported cars registered in Singapore before 1 Sep 2007 not eligible for PARF rebate

2) Used imported cars registered after 1 Sep 2007 eligible for PARF rebate

3) Age of used imported car is determined from date of 1st registration or date of manufacture if date of 1st registration is not available

4) PARF rebate is calculated using age of used imported car (refer item 3)

5) COE rebate is as normal if de-registered before COE expires

Yup, cars are only allowed on the road for 10 years from original date of registration.

PARF rebates allowed up to 10 years from original date of registration. The vehicle in question is allowed on the road for the period of the COE

Nice for all e verification input. So I am half right while e other wrong has been updated, now knowledge level has levelled up again :)
