Well, the process really isn't difficult. If it's a small scratched like yours, I'll bet even you can do it yourself if you have the equipment to dismount and mount the wheel. Afterall it's is really just a matter of smoothening it with friction. I highly doubt they sprayed a coat of clearcoat for $10 though.
My scratch was more like 6 inches long, so a lot more skill has to be involved I suppose...
