White light bulbs for the fog lights are available in SG, as I have changed mine already (only SGD25), why the need to bring in these from USA? Are they so much better?

That is not a silly question at all, no worries. Yes white fog light bulbs are avaliable in SG (not sure that you're getting quality ones for only SG$25 though, read below).
HOWEVER, if we look at the 3 largest distributors of HID-matching fog light bulbs for BMWs, we are looking at the Xenesis Tru-Match, Hoen Xenonmatch (as for this GB), and a jap company with i've forgotten the name. In this case, the Hoen one matches the BEST, and also, is the CHEAPEST. Xenesis sells for 40~50USD and the jap one goes for 50~60USD. Hoens are around 30USD.
As for your question with regards to "cheaper" bulbs, here's a great link to check out:

Pardon me if i'm wrong but i believe that the 25SGD bulbs you're getting would be the "whitebox" bulbs as in referred to in this case.
1) They have a MUCH shorter life span (you have to keep purchasing if they blow out thus it might not be cheaper in the long run.)
2) They draw an incorrect amount of power, 55W as to 51W, which will definately affect your car negatively.
3) Definate levels on the Kelvin scale are easier to produce and thus most of these bulbs are 5000K and 6000K and so on. Hoen bulbs however, are made to conform to the HID-es EXACTLY, which in this case is 4300K. No doubt more expensive to manufacture, but almost, perfect matching.
With that i hope i've answered any questions you have and also reassure the buyers that you're definately getting your $$ worth.
