Yes you can submit the relevant papers to LTA for their approval. And once approved, your supercharger will be legal. Best to give them a call to guide you through. Your bigger problem would be finding a system that wouldn't throw you an engine check light.

Technically by SC or TC any cars...we r shortening the engine's life span by making the engine work harder to produce more power at higher pressure...which means more costly maintainance n more trips to workshop as parts wear out faster.
Both M3 n its gear box are super duper expensive... so I will prob think twice before putting that snail inside unless of cuz I have a deep wallet.
For jap TC cars.. my personal experience is about 3-4 yrs before engine start giving issue like reduced compression ratio, stock gearbox problems etc.
