Why should this be seen as playing out? The developers didn't ask for the measures nor will the buyers top up should property prices go up. Everyone goes in eyes wide open.

to me looks like play out lor. anyway its capitland no surprise. Is like Rolex watch, if today sell $10,000 then tomorrow sell $8,000, will u have confidence that they will maintain price so that u will continue to buy their products?
