The general rule of thumb from what I was told is that something would always have to give; so if there's a lot of brake dust then the brake pad is the part being worn out. Else, if there's little or brake dust then I would assume that the rotors are being worn out during braking.
I have my doubts if there is a product where after braking, there's no brake dust and the rotors remain intact unless those ceremic or carbon pads are using a compound that bites well, preserves the rotors and does not get grinded to create brake dust.
