By Law, he is empowered to give chase under such circumstances w/o endangering his or lives of other road users.
Anyway he did not zoom zoom fast fast just to chase or he would have collided with the 1st black car of the moving traffic. He did move off gradually and was cautiously moving till he reach e other end.
