Like a theater metaphor, there is a necessity for ppl to wear a mask and play a role as if they were on stage. this is the essence of civility - which is the activity of protecting ppl from one another and yet allows them to enjoy each other's company.
Incivility is to impose oneself on others. without the ability to wear a mask and play act, a person loses the ability of self distance.
so in short, chinese or ang moh culture all irrelevant. how much you are willing to wayang is the key..

However, I too don't agree with Dr George on point #3. IMHO, in the current era, Western culture holds more civility than the Eastern culture, reason is primarily what is exhibited by the vast majority of the 'Easterners' compared to 'Westerners' although the latter was once more barbaric than the former.

If can practice the hightlighted 三字经 in modern days considered tok kong liao. (too long winded to explain the rest of it)
The younger generations are getting more self-centre cos of higher education level inevitably developed "I am smarter" “I am correct” "I pay for it I have my right", etc. and one important word "humble" already missing in the dicitionary.
Moral this word is getting blur nowadays.... if you believe the old chinese saying "山不在高，有仙则名。水不在深，有龙则灵。" then you will live happliy. Fortunately till now I am still seeing people preserve the culture - more on eastern value “有良心，有义气, 有孝道。" and also sadly these people are getting lesser.
As long as you are not belong to the "got education, no culture" type then should be fine.
