Both! Too much brake dust as well as trying to get rid of those embedded ones.

I would presume you are still on stock brake pads cos they have an enormous amount of brake dust. You can go down to BVO(check workshop listings for full address) and get them changed to aftermarket brake pads. These should help solve your problem.

for dirty rims, i just use car shampoo and water. i supplement this with BMW wheel cleaner once a month to remove stubborn stains.

if you want to reduce the amount of brake dust that gets on your rims, use low-dust brake pads like axxis deluxe.

If u wash your rims regularly with just water, the brake dust will not embed into your rims..I guess is too late.

Ist thing 1st... many product in the market that can get rid of stubborn stains.. check out autobacs or stamford tyres lokyang.. too many to choose from. Autosol works well for me. Cheap yet effective.

Change to less brake dust pads after u have get rid of the embedded brake dust....

Don't think I want to change my brake pads as they are pretty new.. Will try cleaning my rims.

Put Dishwashing liquid into a spray bottle, make sure its quite concentrated. Spray it on the dust and let it settle. Then wash off with water and a soft sponge. If there's still some brake dust residue you can try MacGuair's Gold Glass metal restorer to clean it out and make the rims shine.

I would caution against some brands of those wheel cleaners as they may actually cause damage to the rim paint.
