Bro, no worries whether you go esplanade or damalu during lunch time, because it only operates during evening time:

Do note that not only are there going to be 5 new gantries along Singapore river......to quote our first class garmen again "To better manage the speeds within the Orchard and CBD cordons, the ERP operation hours for the CBD will start from 7am to 8pm on weekdays."

Summary:
Current CBD ERP hours: 8am - 7pm
New CBD ERP hours: 7am - 8pm

For people who works in CBD, next time after work, if you are going:
- Marina or City Hall (shopping),
- Bras Basah (buy FHM),
- Bugis
- Funan / Sim Lim (buy computer-related stuff)
- SMU (study MBA or see char bo)
- Si Be Lo (pray pray)
- Esplanade
- Home via Nicoll Highway.

=> must pay ERP.

I will be moving to MBFC next Q. From the map, it's ERP in every direction -- in fact 2 ERPs just to go pick up my wife after work. This is so messed up
