I believe Garment can prevent rain by firing chemicals perhaps into the sky to prevent formation of clouds maybe? I not scientist but i always believe it could be done at least for a limited time / area?
Possible? Maybe DSTA have the answer? Any scientist here? If my memory serves me correctly i seldom / never see 9 Aug heavy rain. Perhaps at most a slight drizzle?
