Actually i think rainwater does flow to drains, and flows to our reservoirs. In fact, some time ago, i read that it is illegal for us to collect rainwater for our personal use (except for simple uses). Rationale is that we'd be depriving the reservoirs of water which could be put to better use. But I am not 100% sure if this is still law...

"Currently, Singapore uses two separate systems to collect rainwater and used water. Rainwater is collected through a comprehensive network of drains, canals, rivers and stormwater collection ponds before it is channelled to Singapore's 17 reservoirs for storage."
