What is it exactly that they do when the fender is rolled? Do they cut back the sheet metal?

nope they dun cut the metal...
they juz fold the inner lip of the wheel arch to allow more clearance.
but coz bmw have thick silicon strips inside... so they have to use a pen knife to cut out the silicon... (in the process, i saw them break the blade a few times)

they then use an equipment (shown below) tt's bolted onto the wheel hub.. b4 rolling the inner lip flat...
if u use ur fingers to feel the inner lip... it's like a L-shape..
after rolling... it's like a thin U-shape..
