Let me try to explain in summary below;
1)
"I saw an ads saying that by tuning ECU, we can get up to 25 HP more" = Focus on the text in bold red, it also did not state meant for N.A. or Force Induction Engines.
- Although it is possible to tune a N.A. engine to gain
up to 25hp, it is very dependent and
up to engine capacity. The ad is not wrong nor right because tuning a huge CC/Litre N.A., 25hp gain is possible but dont expect that from a smaller CC/Litre engine.
- Force Induction Engine, getting 25hp gain by tuning the ECU is pretty much easy and real.

- Why wrong? As davidtch posted, +25hp means more fuel for combustion which common sense tells us that more fuel is burnt and thus FC goes into the toilet.
- Why not wrong?
a) If we look from another perspective of tuning. It can be tuned to have lean fuel supply before the power/torque 'kicks'. Once it kicks in, fuel supply will have to be rich. So the former will save fuel but the latter will burn more fuel. However given BMW's smart ECU, I believe it is already factory tuned to run lean under 'normal drive' and run rich under 'spirited driving'.
b) 2nd perspective, Fuel Burnt to achieve ##hp more, it is actually fuel saving e.g. X amount of extra fuel burnt to get that extra X amount HP.... but this is a false perspective.
3) Ultimately, the ad statement is both true and false. Hope I do not confuse you.
