i still dont believe this paperwork can go thru. coe and loan under mr A and car registered under Mr B where A got nothing to back the coe registration and loan

Mr A did all the paper work and signed it all...number bidding loan papers n insurance and car company registered Mr B to the car...

Hope things work out fine for you. Even you get to the top management, it's pretty useless. I had a taste of it before and they are pretty hopeless in terms of problem solving.
