Not that we don't know this already, but the system is really really screwed up.

In theory, Open should follow A or B, whichever is higher. But now, at 74/44/35 with 15 minutes to go, there's an opportunity to buy small cars at a lower price using an Open Cat COE. Is the Joker now the Ace?
