The government has been pushing for ownership among individuals where environmental issues are concerned. This year, it kicked off its Community Volunteer Scheme -- where volunteers are trained to book and report litterbugs to the National Environment Agency for investigation.
Dr Balakrishnan said his ministry is also looking at amending legislation to establish the volunteer corps of environment protection officers.
Citizens in the volunteer corps will be trained and could even be issued the same warrant cards as regular NEA officers. This means they will have the powers to book and issue offenders with summonses on the spot.
This measure, as well as enhancing penalties for litterbugs, will be among the issues that will be included as part of the consultation exercise."
I wonder what it will happen when one an ah duh issue a summon to a lao beng for flicking a cig butt.

today I was at a hawker centre (yes I go hawker centres...)..and witnessed an uncle spit and throw his cigarette butt on the floor.
Out from nowhere appeared an NEA officer, youngish 20+ fella...and tried to book him. That uncle cursed tat young fella and screamed "CCB zheng hu boh tai chi cho ahhh? Lim peh ji koh guay tan boh gao jit cheng kor, ler ai summan wah..cb zheng hu"
(roughly translated: Smelly vagina govt nothing to do ahh? Your father one month earn not even $1000 u wan to summon me..vagina govt!)
So, if u r an MP, wat would u do? Walk away act blur let the NEA officer do his job? Or pacify the uncle and ask the NEA officer to give 2nd chance?

I dunno wat happened cos after the uncle swore at the NEA officer, he bolted and 2 other NEA officers ran after him. I also ran cos my coupon expired liao and I spotted Fatimah doing her rounds.. CCB GOVT!

Start a binomial decision tree on course of action to be taken.
Path A - Incumbent MP. Cannot overdo against the politically antagonising headwinds.
Media around, be kind and merciful. Yet gotta remain stern on the law-breaking act. The MP should tell the uncle what he should not have done, and that those acts of littering and spitting are wrong, then plea against the NEA officer on behalf of the uncle in full view of the media. Basis of plea will be his pitiful state. Plea for lower fines and/or pay partial on his behalf but repeated reinforce the warning to the uncle in front of the camera.
Media not around, do nothing. Willing litterer, willing NEA officer. No reason to tilt the balance.
Path B - Opposition MP. Sees an opening to score points. Curry favour and if possible, stir against the incumbent camp.
Media around, be kind and merciful. Yet gotta remain stern on the law-breaking act.

He should instigate the mob to spit on him, since he was the same guy who gave summon to him on his parking coupon tabs. NNB PCB.
