Thankfully, I did not believe in the authority's assessment of these black swan events in weather during the last flood.

I don't think the weatherman are well educated on the black swan literature... Aye tis a Black one indeed today... so wut's the next highly improbable?

Can the affected cars claim damages from PUB or LTA (since paid ERP to go in)? Does insurance cover damages due to flood (act of God or PUB)???
