  • working overseas (including being on a business trip) at the time of the poll
  • studying overseas at the time of the poll
  • living with your spouse who is working or studying overseas
  • overseas vacation which was planned before the poll
  • illness, or delivering a baby

If they want to find out who voted what, they already can under the current system... in fact I think confidentiality will be even better protected if they are willing to outsource the e-polling administration to a professional firm with encryption software etc.
